In reply to your despatch No 28 of September 24th. I
have the honour to report as follows:
The only Hongkong born British Chinese subject register-
ed at this Consulate is one Chu Lim Toh, who appears to have
held a certificate of British nationality issued by His
Majesty's Legation at Eangkok.
Most of the British Chinese at this port have been re-
gistered for many years and it is difficult to ascertain what
evidence of British nationality they produced. Those regist-
ered for the first time during the past few years have held
the certificates referred to in Sir E. Satow's circular,
My practice is to register only those who produce clear
proof of British nationality, and I have had no occasion to
make the distinction referred to in the last paragraph of
your despatch.
I take the opportunity to again call attention to the
necessity
